The following web publishing platforms can be used by individual scholars but may require fees for server space.

Popular content management system most often associated with blogging. This version is free and open-source with options to buy additional storage space and/or add personal domains.
Omeka.net
Hosted version of web publishing platform for sharing digital collections and multimedia online exhibits for a fee depending on storage space and other criteria.
Scalar
An open source semantic web authoring and publishing platform for long-form, born-digital, online scholarship.

Reclaim Hosting
Offers domains and web hosting space at affordable rates where students and faculty can own and control their work.

Reference resource for coding support along with tutorials and exercises on HTML, CSS, JavaScript, and more.
